基地主要分为四个功能区域：孔庙文化区，酒店区，玫瑰园区和住宅区。通过实施土地利用策略，致力于带动水岸的活力，并创造内部水道与水域的环境，以活跃基地的内部地块。玫瑰园区里的教堂位于基地的中心点, 同时是基地东西方向的聚点。孔庙文化区潜在的轴线网络主导了基地南北方向的视线轴。不同的土地利用内容策略性的组织为有特定主题的开发地块，在整个的基地未来发展中寻找传统风貌和现代风格的和平及共存。西部为孔庙及孔庙文化广场，中部为大马士革玫瑰园区，东部为住宅区。沿着湖岸的各具鲜明特征的开放空间与平衡的连接带，则保证了新开发区的持续活力，并加强到达湖面的焦点视线。在基地的西部，孔庙的北面坐落着盛世会堂，同孔庙一起作为未来新洲的地标性建筑，而同时基地的南侧有五星级酒店以其现代造型也作为整个旅游区的地标建筑。而中部的玫瑰园区则保持了基地的天然地势特征，其生态的自然环境与更新后的湖区周边的现代化都市社区形成了鲜明的对比。
The site is mainly divided into four functional parts, including Confucian Temple Cultural Tourism, hotel, rosary garden and the residential area. The goal to create a new waterfront urban node for the city is achieved through the application strategy that seeks to animate the lakefront, as well as to create conditions of inner canals and water rooms that activates the inner parcels of the development. The rosary garden is concerned on the center of the development, facing the heart of Confucian Temple and giving focus to the overall master plan. The axis in the Confucian Temple controls the view axis of south-north of the site.
